3.1 Definition
3.1.1 Definition of Child Abuse (Oxford Dictionary)
According to Oxford Dictionary (2000) Child abuse is the crime of harming a child in a physical, sexual or emotional way. Abuse refers to harmful or injurious treatment of another human being that may include physical, sexual, verbal, psychological/emotional, intellectual, or spiritual maltreatment.
3.1.2 Definition of Child Abuse (Wikipedia)
According to Wikipedia (2007) child abuse is the physical, psychological or sexual maltreatment of children. The Centers for Disease Control and Prevention (CDC) defines child maltreatment as any act or series of acts or commission or omission by a parent or other caregiver that results in harm, potential for harm, or threat of harm to a child . Most child abuse happens in a child's home, with a smaller amount occurring in the organizations, schools or communities they interact with. There are four major categories of child abuse: neglect, physical abuse, psychological/emotional abuse, and sexual abuse.
3.2 Act of Child 2001
According to Jaclyn Kee from Women’s Aid Organsation( WAO), Child abuse is covered under the recently implemented Child Act 2001. It deals with children under the age of eighteen who are in need of care and protection and/or rehabilitation; offences related to their health and welfare and establish the formation of Courts for Children, amongst other things.
Under section 17(1)(a) of the Act, a child is defined as in need of care and protection if, "the child has been or if there is substantial risk that the child will be physically injured or emotionally injured or sexually abused by his parent or guardian or member of his extended family." This means that if an adult who is supposed to be taking care of the child or his/her extended family, abuses a child physically, emotionally or sexually, s/he can be charged for an offence under the Act. This is covered under Section 31 which sets the punishment for Ill Treatment, Neglect, Abandonment or Exposure of children to a maximum fine of RM20, 000.00 or imprisonment for a maximum of ten years or both.
In addition, using a child for begging, whether under the pretence of singing, playing, performing or offering anything for sale is an offence under Section 32 of the Act. The punishment for the conviction of this offence is a maximum fine of RM5, 000.00 or imprisonment for a maximum of two years or both.
The Act also mandates a member of the family and/or a doctor to inform the Authorities if they suspect that a child is being abused. Failing to do so, you may be liable to a maximum fine of RM5, 000.00 or imprisonment for a maximum of two years or both.

3.5.3 Help yourself
When the big and little problems of your everyday life pile up to the point you feel overwhelmed and out of control – take time out. Don’t take it out on your kid.
3.5.4 Promote programs in school
Teaching children, parents and teachers prevention strategies can help to keep children safe.
3.5.5 Report suspected abuse or neglect
If you have reason to believe a child has been or may be harmed, call your local department of children and family services or you local police department. Call TELEDERA at 1-800-88-3040. The lines are open 24-hours a day, and the officer after taking down details of the suspected abuse will inform the Welfare Office for further action. You don't have to give your name; OR However, you may also wish to contact a Non-governmental Organisation such as Shelter (03-7781 4885) and Malaysian Association for the Protection of Children (03-2698 9966) for other forms of support services available to the child and other family members who are not offenders, and for further information.
4.0 CONCLUSION
In conclusion we can see that child abuse is a huge global problem with a serious impact on the child's physical and mental health, well-being and development throughout their lives - and, as such a problem for society in general. We live sadly in a society where it’s unsafe for women or children to walk the streets alone, especially at night.
Every child has the right to health and a life free from violence. Children have the right to receive love, care and affection from their parents or custodians, in addition to basic necessities like food, clothing and shelter.
Besides that child abuse occurs everywhere including Malaysia, however it is still under-reported like in other parts of the world. Reporting is just the tip of the iceberg as many cases of child abuse are unreported. Child abuse should be reported, investigated and evaluated.
If we want to avoid such tragedy from recurring, every one of us must join hands and collectively be the ‘eyes and ears’ for each other, in our effort to ensure the safety of all of our children. We should not turn a blind eye to the plight of a child who is in trouble, just because the child is not our's. The treatment and prevention of child abuse include a support group structure coupled with visiting nurse home visits to reinforce good parenting skills and monitor the child's well-being. Children's school programs regarding "good touch...bad touch" can provide parents with a forum in which to role-play and learn to avoid potentially harmful scenarios. Parents should make sure that their child's daycare center is licensed and has an open door policy regarding parental visitation. The best strategy is to prevent child abuse.
So as my conclusion again every party should plays very important role in avoiding child abuse. For Malay people, we must remember that Islam prohibit their followers to do bad things towards children or anyone, because it is sinful. So, no matter what races we are, we should take care each other especially children because they are our generation who lead the world in the future.
